Me: I'm going to make a guess here. Chile has a strong central government, and weak state or provincial governments
Juan: Yeah, actually - the state governments are almost a joke. They basically have no budget.
Me: Want to know how I knew that?
Juan: How?
Me: Because the license plate just says 'Chile' on it.
In other news, I think the unofficial motto of Chile should be
'We're almost a first world country! Almost...'
